Department Of Justice Makes Move Against Top Democrat Accused Of Lying To Obtain Citizenship

 

NORTH MIAMI, FL — The Department of Justice has just dropped a massive hammer on a top local Democrat. In a highly rare and explosive civil complaint, federal authorities are officially moving to revoke the U.S. citizenship of former North Miami Mayor Philippe Bien-Aime, accusing him of orchestrating a staggering, decades-long immigration and identity fraud scheme.

According to a 13-page complaint reviewed by NBC6, prosecutors allege that the former mayor "willfully misrepresented his identity and immigration history throughout the naturalization process." The reality, according to the DOJ, is that the man parading around as a legitimate U.S. citizen and elected official was actually ordered deported over two decades ago.

THE MAN OF MANY NAMES

The scheme unraveled thanks to modern Department of Homeland Security (DHS) technology. Fingerprint comparisons definitively proved that "Philippe Bien-Aime" is actually the same individual previously known as Philippe Janvier.

According to investigators, the fraud began in the late 1990s:

  • The "Photo-Switched" Passport: The DOJ alleges he first illegally entered the United States using a fraudulent, "photo-switched" passport under the name Jean Philippe Janvier.

  • The Deportation Order: On July 31, 2000, an immigration judge officially ruled that Janvier entered by fraud and ordered him removed to Haiti. After withdrawing a 2001 appeal and falsely claiming he had returned to Haiti, he never actually left.

Instead of complying with federal law, prosecutors say he simply vanished into the country, adopted the name "Philippe Bien-Aime," altered his date of birth, and started over.

MARRIAGE FRAUD & COUNTERFEIT DOCUMENTS

The deception didn't stop at a fake name. To secure permanent residency, the DOJ alleges Bien-Aime committed blatant marriage fraud.

Prosecutors claim he married a U.S. citizen while still legally married to a spouse back in Haiti. To cover his tracks, he allegedly submitted a Haitian divorce certificate to the U.S. government that was completely "counterfeit and fraudulent."

Riding what the DOJ calls "a series of fraudulent statements," Bien-Aime successfully scammed the system and was naturalized as a U.S. citizen in 2006.

POLITICAL FALLOUT

Riding on his stolen citizenship, Bien-Aime was elected mayor of North Miami in 2019 and even recently made an unsuccessful run for the Miami-Dade County Commission.

This rare denaturalization action is part of a broader, aggressive national initiative by the DOJ and U.S. Citizenship and Immigration Services (USCIS) to root out catastrophic fraud in the naturalization system.

When reached for comment at his North Miami home, Bien-Aime refused to answer the door. His attorney, Peterson St. Philippe, issued a standard deflection: "We are aware of the government’s filing and are in the process of reviewing it... As this is pending litigation, we will not be commenting further at this time."

If the DOJ successfully strips his citizenship and deports him, it could trigger massive legal consequences. North Miami’s city code strictly requires all political candidates to be qualified electors and registered U.S. citizens—meaning every single action, vote, and executive decision Bien-Aime made while in office could now be legally challenged as fraudulent.
